KiwiBuild was established by the New Zealand Government in 2018 as part of a broad initiative to address the housing challenges currently facing New Zealand.

Buying a home is a significant undertaking, particularly if it's your first. Over the last ten years, the supply of more affordable homes in New Zealand has been greatly overtaken by growing demand. Home ownership rates have fallen and many New Zealanders now find themselves priced out of the market, especially amongst first home buyers.

KiwiBuild works in two key ways:

  • Working with developers to expedite residential development and increase the pace new homes come to market.
  • Improving access and providing greater options for home ownership opportunities at more affordable prices.

KiwiBuild is here to enable and complement the private residential housing sector, not compete with it. It aims to support developments of all sizes – from single residential development projects, through to integrating more affordable housing options into large-scale urban regeneration programmes.  

Our place in the public housing system

Shaping the future of more affordable home ownership in New Zealand is an ambitious and long-term goal, and KiwiBuild does not do this alone.

Under Kāinga Ora – Homes and Communities, KiwiBuild is part of a national strategy to address New Zealand's housing challenges through partnering with private developers, government agencies, local councils, infrastructure providers, Māori and mana whenua.

Kāinga Ora and the Ministry of Housing and Urban Development have complementary roles in the design and implementation of housing and urban development programmes across New Zealand.

Kāinga Ora – Homes and Communities

A Crown Agency established in October 2019 to deliver the New Zealand Government’s priorities for housing and urban development. It is charged with delivering more public, transitional and affordable housing to help meet increasing demand, and leading and co-ordinating urban development projects.

The Ministry of Housing and Urban Development

The Ministry of Housing and Urban Development (HUD) is responsible for strategy, policy, funding, monitoring and regulation of New Zealand’s housing and urban development work programme.
